Ending Abortion in Texas

Today I filed the "Human Life Protection Act" (Senate Bill 391). Contingent upon a decision by the United States Supreme Court to overturn Roe v. Wade or significantly alter current abortion law, this bill will immediately end the dehumanizing practice of abortion in Texas. Joint-authors for this bill include Senators Eddie Lucio, Jr., Paul Bettencourt, Dr. Dawn Buckingham, Dr. Donna Campbell, Drew Springer, Charles Perry, and Kelly Hancock.
Abortion is not healthcare. Abortion is a medical procedure designed to cause a death. The multi-billion dollar abortion industry enables the despicable work of human sex traffickers and preys upon women for profit as they contemplate – oftentimes alone - one of the most significant changes to the trajectory of their lives: assuming the responsibility of motherhood.
If the Supreme Court changes its precedent and allows states to protect unborn children before viability, then SB 391 would trigger an end to abortion in Texas beginning at fertilization. Currently ten other states have passed similar laws.
Should SB 391 go into effect, it will create a criminal penalty of a second degree felony offense for a person who performs, induces, or attempts to perform an abortion in the State of Texas. It will create a first degree felony offense if an unborn child dies as a result of the offense.
SB 391 is just one step toward addressing a very deep and complex situation that strikes at the very core of human dignity by creating a firewall of protection from the exploitation of abortion. No baby deserves an abortion, and Texas women deserve better solutions than abortion.
